On that day, November 8, 1931, King Abdulaziz issued a public statement to citizens setting the state’s first budget.
The communication said the decision comes in light of the global concern in the organization of financial affairs, to withstand the global crisis.
The report divided government revenue into four sections: “employee salaries, reserves, debts and extraordinary banks (unapproved spending)”.
The report also made an arrangement to complete the aforementioned imports, keep them in the designated sections and take into account the percentage allocated in the systems and orders approved by King Abdulaziz, so that no one is more likely to take possession of the funds from the treasury and spend them.
He explained that the instructions had been taken into account, that the payment of wages and debts was equal among all and that strict orders had been issued taking this into account and imposing the sanction on those who violated these instructions.
He stressed that the budget will be sufficient to preserve the rights of employees and families, claimants of all classes, and the government’s effort to develop the basic income of the country.
