Today, Friday, the official newspaper “Umm Al-Qura” published the power system, which was approved by the Council of Ministers at its session on 05/14/1442 AH, which allowed the private sector to obtain a license to provide electrical activity to consumers.
The law called on the Ministry of Energy and the Water and Electricity Regulatory Authority to create a stimulating investment environment in electricity business, so as to improve the reliability of supply and availability of electricity in the different regions of the Kingdom and to encourage the private sector to invest in it so as to guarantee consumers’ freedom of choice to obtain electricity services.
It also consisted in encouraging the private sector to contribute and participate in the systematic expansion of electricity activities, in order to enable them to obtain a fair economic return for commercial reasons, after obtaining a legal license.
The regulatory framework of the license provided that the operator would indemnify the persons concerned in the event of failure to provide them with the service, provided that the regulations include the standards and conditions relating thereto, and that the operator cannot interrupt the service. of electricity from the consumer only after being notified in accordance with the controls.
The system provided for a fine of up to 10 million riyals, and cancellation or suspension of the license, in part or in whole, for violators of the law or regulations, as well as a number of violations, including carrying on an electrical activity without obtaining a license or exemption.
Violations included non-compliance with decisions of the Water and Electricity Regulatory Authority, tampering with the meter or one of its accessories, and the licensee’s failure to comply with approved energy efficiency standards, provided that the system operates 180 days after its publication in the Official Journal.
