Power crisis in Arab countries

[ad_1]

It can be recognized without the slightest exaggeration or wavering that the issues, practices and struggles related to power and their orbit are among the most dangerous dilemmas which aggravate the crisis in the Arab region, the authority, the peoples, the culture and thought. The question here is not limited to political power only, but it is related to all forms of practice and action that require the tools of control, influence, subjugation and the power of law, weapons, money or relationships.

But on the other hand, approaching the problem of power, reading it and deconstructing its structure seems to be a matter of precision, sensitivity and seriousness, for it sums up the most serious obstacle to the rebirth of the nation of a leaves, and directly threatens all entities that benefit from the submission of the tool of power itself and its use for the benefit of its family, class, or agency systems. Genetic, military and ideological colonialism.

Concepts and method

Perhaps the first fortification needed to formulate a possible reading of the authority saying, in terms of concept or application, is to control the pattern of concepts related to it and then define the approach that leads to dismantling. elements of the crisis. The political authority, represented by the political system in power and its executive apparatus, is the most visible level of power, because it is based on the armed, military and civil authority and on the cultural and media authority which is its responsibility. attached. It is also based on a legal and legislative system which includes the network of the judiciary and the legal profession and the entire legal apparatus under the control of the political authority.

It is true that the origin of authority lies in the separation and independence between the judiciary, the armed executive and the parliamentary parliament. Rather, the issue goes beyond these three levels to reach the fourth authority, namely the media in which independence, integrity and impartiality are required.

The category of authority is therefore situated between two central levels. The wall of separation that separates them needs to be clarified, namely the notion of authority in itself and the conditions of separation of its levels on the one hand and the exercise of power as an essentially applied category on the other. It is clear in any initial approach that the relationship between theory or concept and application is almost non-existent, especially in the context of Arab practice. In other words, there is no relation between the terms and conditions and the practice. On the contrary, it is possible to risk saying that the political practice of the tools of power is in fact nothing more than a violation of the sayings and the theoretical conditions that underlie the saying.

The separation between judicial, legislative and executive power is almost non-existent, as political authority maintains its iron grip on all areas and outlets of power in the country, regardless of its source and type. On the contrary, the fourth authority, the media, has become a servant of the ruling regime and a tool of repression, deception and counterfeiting.

Real power

We are not taking the risk by saying that political authority, with its quadriplegic executive, judicial, legislative and even media grip, is in fact only a facade of the deep power that it creates, controls and directs. In other words, the power that we see and feel its hold is the power of the apparent surface and ruled by a deep force which outlines its limits, its scope and its capacity to act or react.

It may not need proof, but it is not possible for any social or civil entity to live without the presence of an organizational authority which makes its existence possible, that is, this reading does not depart from the condition of the existence of power and that the need is a powerful active force present on the ground. But on the other hand, the need for power must not eliminate the conditions without which it turns into force majeure and a tool of domination, tyranny, corruption and destruction of society and the state.

In the Arab world, it is only possible to record the harvest of devastation, devastation, oppression, famine, wars and catastrophes in which Arab countries of all kinds swim, and this is the result decades of exercising power from the bottom of the social hierarchy to the top of the political hierarchy.

Real authority emanates from society itself through ethical and behavioral systems and through the structure of individual and collective personality itself as an incubator in which the first nucleus of the exercise of power arises. School, education programs and the family are the main incubator of the concept of authority in the mind of the individual, making them the first authoritarian systems with which the child interacts in the way of his or her. relationship to power and the formation of its perception of it and the determination of its relationship with it. From there, the first core of the personality is formed which rebels against power or is subject to it, or the one who thirsts and dreams of it. To separate authority from responsibility, responsibility and accountability, and not to bind it organically in its deep educational incubator is nothing but a liberation from its openness and from all that can. dissuade from being a tool of sabotage and undermining the foundations of homelands. Power is education for power, education for power, training in the exercise of power and a warning against the dangers of the slide of power in the family, school and society.

Power, whether individual or collective, cannot exist without a solid moral and ethical framework, what can be called the spirit of authority. Moral, ethical, religious or subjective trust is the most important basis to ensure that authority does not slip from the field of responsibility and assignment to the realm of tyranny and employment. It is also true that there is no guarantee for the security of the exercise of power against dense oversight mechanisms, swift accountability and repressive and oppressive punishment in a way that prevents the repetition of its violation.

Arab Authority Against Corruption

In the Arab world, it is only possible to record the harvest of devastation, devastation, oppression, famine, wars and catastrophes in which Arab countries of all kinds swim, and this is the result decades of exercising power from the bottom of the social hierarchy to the top of the political hierarchy. Today, one can only recognize that the authority in power, with its political face, which is the power of the State composed of the executive, legislative and judicial authority, is the main cause of the devastation of the Arab world. and the whole region.

The indescribable devastation that Arab countries have suffered at all levels is caused by the tyranny of power at all levels of state and society. The issue of the corruption of authoritarian practices is not limited to the state and the regime in power, but rather extends to most relevant actors, including opposition political parties, civil society organizations and knowledge training, scientific, university, artistic and sports spaces. Arab, legal, academic and artist exhibitors carry the genes of the tyrant he embraced culturally, pedagogically and socially. The Arab, with his personality in the grip of tyranny, tends to reproduce the authoritarian action he has been carrying out for decades, consciously or inadvertently, intentionally or by mistake of activating force majeure in the exercise of power whenever it reaches it.

The lack of responsibility and accountability and the lack of self-determination in the exercise of authoritarian action, whatever its level, is what has opened up Arab countries to the brutality of corruption that is taking place. is transformed into a real leader and real power in these regions. Economic, social, religious, political and social moral corruption is only an objective result of the impunity of authority and its misuse.

Harassment of the teacher in the classroom, the domination of the father within the family, the harassment of the leader of the political party within the party and the domination of the boss within the institution are only embryonic manifestations of authority. of the leader, which is an objective extension of the embryonic scene. The crisis is therefore not a crisis of authority, of understanding, of conditions and of scope, but above all a crisis of exercise of authority devoid of any manager or accountant.

We should also not forget that political power in Arab countries derives its real power from the outer depths, and by this we mean the state systems that have put it in power to exercise its interests by proxy since the 1940s. last century. This arc opens the saying of sovereignty, because the fact that Arab countries today fall under the authority of indirect occupation makes the saying of Arab authority a relative saying because it is a proxy authority and not a real authority.
