The policy, developed by the National Program of Happiness and Quality of Life, was designed by the Food Security Bureau of the Government of the United Arab Emirates and is implemented by the Emirati Authority for Standardization and Metrology after have studied the global experiences of applying similar systems and their effects on the quality of life of the community.

The food labeling policy was developed from the results of the Community Quality of Life Initiative organized by the National Program of Happiness and Quality of Life last April and focused on healthy and active lifestyle.
