I also extend my sincere thanks and gratitude to my brother, the guardian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud for his wise and successful presidency of the Arab Summit at its twenty-ninth session and for the efforts and the Kingdom of Saudi Arabia's initiatives to serve Arab causes at this critical juncture. And thank you to HE Mr. Ahmed Aboul Gheit, Secretary-General of the League of Arab States, for his tireless efforts to strengthen the role of the League and to promote joint Arab action.
Your Majesties, Excellencies and Highnesses,
The Arab dimension is one of the fundamental principles of Tunisia's foreign policy: we have conferred on it a constitutional status and we wish to strengthen it in our relations and our movements at different levels.
In this regard, Tunisia holds the presidency of the Arab Summit, convinced that this country has the potential to change its situation and contribute greatly to human civilization. It is convinced that it is still possible to improve the situation of our country and to give it the status it deserves, whatever the crisis and the complexity of the situation.
The Arab nation lacks neither common mechanisms of action, nor human and material resources, nor elements of unity and integration. However, our region has remained hostage to difficult situations and problems that have not yet led to a settlement, but which have been exacerbated, weighed down and exhausted by our countries and have exhausted political, security, and political capacities. , humanitarian and development of our peoples.
It is unacceptable that the situation continues and that the Arab region continues to be at the forefront of hotbeds, refugees, humanitarian tragedies, terrorism and disruption of development.
It is also unacceptable that our Arab questions, which are directly related to our national security, are managed outside the common Arab framework and our region is transformed into a forum for international and regional conflicts.
We must therefore strive to get things under control and solve our problem on our own. This requires first of all to overcome the differences, to purify the Arab atmosphere and strengthen the bonds of solidarity that unite us. The challenges and threats facing our region are too important to be addressed individually. We therefore have no choice but to create synergies and strengthen our trust and cooperation. It is in this spirit that we propose that our Summit be convened under the title of "Summit of Determination and Solidarity".
We therefore had to take a cautious and firm stance to identify the causes of the weaknesses and imbalances in our common Arab work, so as to unify our vision, develop a collective assessment of risks and challenges and reorganize priorities on the basis of most important priorities.
Eliminating the region from all crises and outbreaks of tension and threats is a compelling need not to wait for postponement. The affirmation of the centrality of the Palestinian cause in our joint Arab action and its return to the limelight on the international scene is a priority. This requires that we send a clear message to all parties in the international community that the achievement of security and stability in the region and around the world requires a just and comprehensive settlement of this issue. A settlement that guarantees the rights of the brotherly Palestinian people and leads to the creation of an independent Palestinian state with Jerusalem as its capital on the basis of the resolutions of international legitimacy, the Arab peace initiative and the principle of peace. two-state solution.
To achieve this goal, we must intensify and coordinate our actions in order to put an end to the decisions and practices aimed at harming the fundamental Palestinian cause and to fight against any violation of the legitimate rights of the Palestinian people, in particular their right to freedom of expression. 39, self-determination and the historical and legal status of the Holy City of Jerusalem.

The situation in Libya remains a matter of deep concern for us, considering that the security of Libya is one of the priorities of Tunisian security and that the crisis in this brotherly country affects not only neighboring countries, but also security and stability. throughout the region.
We are convinced that dialogue and consensus remain the most effective way of overcoming differences and ending crises. In coordination with our sister countries, Algeria and Egypt, we have launched an initiative to help the Libyan brothers reach a comprehensive political settlement in line with the UN's will and to restore security and stability in Libya. Reaffirming our support for international efforts and all regional and international efforts to end this crisis, apart from the conflict of interest and the interference in the internal affairs of Libya, we are confident in the ability of the Libyan parties to overcome differences and advance the supreme interest of their country in a framework of consensus and constructive dialogue.
In order to consolidate security and stability in all regions of our region, we believe that the political solution to the Syrian crisis should be accelerated as an integral part of the Arab world and help the brotherly Syrian people overcome their ordeal by putting end his suffering and realize his aspirations to live in security and peace. Unity, independence and sovereignty of this brother country.
The resolution of this crisis will also help to fortify the region with infiltrations and voids through which terrorist organizations infiltrate.
In the light of recent developments aimed at stabilizing the occupation of the Syrian Golan and imposing on it full Israeli sovereignty, we reaffirm that this Arab territory is occupied by the international community.We call for the establishment of a de facto policy , the violation of resolutions of international legitimacy and the escalation of tensions in the region. For security and stability at the regional and international levels.
With regard to the situation in Yemen, we reiterate the call for continued regional and international efforts to restore legitimacy in this sister country and to create the conditions for the negotiation of a political settlement that will end to the crisis and put an end to the human suffering of the Yemeni people, in line with the GCC initiative and its executive mechanisms. And immune from outside interference, in a way that preserves the independence and unity of Yemen and makes it safe and stable in the Gulf region. We also welcome the Stockholm Agreement and call for the implementation of its various provisions.
With regard to Iraq, we renew our congratulations to the Iraqi brothers for their success in defeating the terrorist organizations, who greatly appreciate the enormous sacrifices made by the Iraqi people to defend the sovereignty and fortune of their country and hope that its efforts will help rebuild the liberated areas and strengthen the cohesion of its home front and national unity.
While supporting and appreciating regional and international efforts to address these various crises, we call for the reactivation of Arab conflict prevention, management and resolution mechanisms to prevent protracted crises and to their resolution.
To the extent that we reaffirm the importance of unifying our positions and our movements within regional and international bodies in the service of Arab issues, we underline the continuous strengthening of Arab relations with other gatherings and regional spaces in the political spheres. economic and cultural, thus contributing to increased support and support for our problems on the international scene. .
In this context, we welcome the positive results achieved in the various Arab cooperation forums with these meetings. We can not fail to appreciate the results of the first Arab-European Summit held recently in the Arab Republic of Egypt, which has made it possible to better understand the common challenges and to set up a new stage of dialogue and cooperation. between these two areas.

Terrorism remains one of the greatest threats to the security, stability and development of our countries and the world. This requires us all to make progress in the fight against this scourge and to eliminate sources and sources of funding as part of a comprehensive strategy that takes into account all the security, political, cultural and development dimensions associated with it.
Conscious of the efforts made at the national, regional and international levels to combat this dangerous phenomenon and the success achieved in this direction, we affirm the need to strive, with the same determination and perseverance, to immunize our societies, especially young people, against the effects of currents of violence and extremism Exclusion and marginalization, through the promotion of comprehensive and sustainable development, as well as the rooting of values ​​of citizenship, and its connection with the Arab cultural and intellectual heritage and allow the introduction of modern science and technology.
As development progress is one of the most important challenges facing our countries in terms of development policies and natural and human resources, we are called upon to redouble our efforts to advance and develop cooperation and development. Arab economic integration. Our world is undoubtedly the world of economic and regional blocs.
In this context, it is important to ensure the implementation of the decisions of the summits on economic and social development, the most recent of which is the Beirut Summit, the optimal use of resources and resources available in our countries and the world. investment of complementary advantages between them, allowing an Arab economic bloc capable of integrating effectively into the global economic system.
It will also contribute to the future development of our countries, to the creation of jobs for young Arabs and to greater involvement in the construction and development process, as well as to the development of empowerment. women, their participation in public affairs and their integration into economic activity.
