I would first like to express my sincere thanks to HE President Béji Kayed Sebsi, as well as to the Government and people of the Republic of Tunisia, for their kind hospitality and excellent organization, during the thirtieth regular session of the Arab Summit, that I sincerely wish for success. This is a turning point in the history of our Arab country, where the challenges have multiplied, the crises have multiplied and the tasks to be accomplished to face them have been complicated.
Some of these challenges are cumulative and are part of the legacy of the national liberation phase and the creation of the League of Arab States in the 1940s, at the forefront of which is the Arab-Israeli conflict, which , in my opinion, constitutes a definitive and comprehensive solution to peace. And the return of the occupied Golan to Syria, for the liberation of all occupied Arab territories, a painful phase that has emptied the nation and its energies for seven decades, and which will be connected to a phase of global and just peace and reconstruction .
But there are also the challenges that we have faced over the last decade and the crisis package that erupted eight years ago in more than one Arab country, from Syria to Libya, Yemen and in other countries. And the terrorism that threatens the very core of the existence of the national state and its institutions in our Arab region and spoils the principles of Arabism and joint action in favor of Regional interventions in the affairs of our countries and sectarian and sectarian tendencies rather than gathering and destroying rather than adopting.
These accumulations and new challenges place great responsibility on us as leaders of our nations and peoples at this critical juncture in the history of our country.
What we will do to solve them will have a decisive impact, not only on our present, but also on future generations, which will hold us accountable, as history will judge, for the decisions we make and for our approach to guide our Nations, or towards a destiny whose consequences, God forbid, will not be tolerated, if we do not improve the choice, and we will maintain the common and rational action, which is in the world. supreme interest of our Arab nation over any other consideration.
Your Majesties, Excellencies and Highnesses,
The persistence of historical injustices against the Palestinian people will remain a genuine disgrace to the international community as long as it violates resolutions of international legitimacy and attempts to circumvent the references and determinants of peace will remain.
The Arabs chose peace and proposed a comprehensive initiative that would ensure a just peace in exchange for the liberation of occupied Arab territories and the implementation of resolutions of international legitimacy. The Arab hand is always open to a just and comprehensive peace, based on full respect for all legitimate rights, decisions of international legitimacy and the rejection of any attempt to circumvent them.
We are now confronted with another imperative, which is no less urgent and has an impact on the future of our region and the world, namely the global confrontation of all forms of terrorism and the basis of thought. extremist who can kill innocent people, violates all tolerant religious teachings, and all humanitarian norms.
To face the terrorist threat, which threatens the existence of a national state in the Arab region, one must act quickly and without procrastination to implement all the elements of the global approach of the fight against terrorism, which are included in the decisions of the League of Arab States, which was adopted at the recent Arab summit in Dhahran.
This necessary confrontation will not succeed, but it will also include the vigorous movement of renewal of religious discourse so that it reflects the true spirit of our true religion, far from what the ignorant claims, far from any idea that contradicts its essence and calls for violence, division or sectarianism in the name of religion,.
Brothers, Their Majesties, Excellencies and Highnesses, the Arab blood is still poured into a number of Arab countries, sometimes in the hands of Arabs, by foreign terrorists and proxy militias of regional powers seeking to intervene in Arab affairs to defend their interests.
Is not it time to stop this continuous bleeding of Arab blood?
Is it not time for an Arab settlement to these crises … to inject blood and preserve our countries, and stop the continued waste of the capacities and wealth of our peoples?
We call for immediate action to begin negotiations within the framework of the Geneva process with a view to reaching a comprehensive settlement of the crisis in Syria, which preserves its unity and territorial integrity, which is now more threatened than ever since the outbreak of the test eight years ago. This former Arab state and its institutions, and eliminate heinous terrorism.
The way is free and the possible elements of settlement are known The four elements of the negotiations, as defined by the United Nations and Security Council Resolution 2254, are well known. What is needed is a desire for peace and compromise between the Syrian parties and an Arab position that supports and supports this settlement. It categorically opposes any intervention by any non-Arab regional force that is trying to exploit the fate of the brotherly Syrian people to strengthen their influence on these lands. Sister country.
We also call for comprehensive action to implement all elements of the United Nations Settlement Initiative in Libya, adopted by the Security Council for more than eighteen months, once again, whose political will transcends the narrow interests of Libya. Beyond political and personal ambitions, and the international community stands firm against forces known to all, involved and continuing to smuggle weapons and fighters into Libya, and to support terrorist organizations without any control or control. responsibility.
In Yemen, we join all those who call for the implementation of the Stockholm Agreement and implement the total and immediate withdrawal of the port of Hodeidah as a prelude to the opening of negotiations to resolve the Yemeni crisis in accordance with its well-known mandate: Security Council resolution 2216, Gulf initiative and decisions of the national dialogue. And to reach a common word, in the interest of Yemen and its brother people.
I am sure, dear brothers, that you will agree with me that wherever we examine the various crises of our region, we find the elements of the solution to all these crises known and available. The only missing one is the political will and the sincere desire to renounce division and defend the national interest and the supreme nationalism. Another consideration. May the decisions of this summit be a coup d'etat, an announcement of the launch of the compromise train, and the withdrawal of this sad page from the history of our country.
The time has come for us to take advantage of the economic progress of many other regions of the world, to take advantage of the unprecedented opportunities offered by the global economic system and to transform our country's potential into the realities of present and future generations. The global road of Arab development, to which every Arab citizen has the right to dream, and to spare no effort to realize these hopes and aspirations.
