As for the second surprise, he focused on the question of the participation of the Emir of Qatar, who had missed the Dhahran summit in 2018, in light of the persistent Gulf crisis, but Tamim took part in the Arab summit in Tunis and led the delegation of his country.

The emir of Qatar was also the champion of the third surprise, which was sparked by his unexpected withdrawal from the opening session of the Arab summit in Tunis before the speech of Qatar during a speech by Secretary General of the League of Arab States, Ahmed Aboul Gheit, who spoke after the Saudi monarch and Tunisian President Al-Baji Caid Al-Sibsi and Tamim returned directly to the international airport of Tunis-Carthage, where he it's been about an hour and a half in his country.
