The crisis still resonates in Tunisia, after President Kais Saied renewed his refusal to engage in dialogue with those he described as thieves of people and authors of a paragraph, and his reluctance to receive new ministers and give them the opportunity to be sworn in before him, in a way that prevents them from being officially appointed and starting to exercise their functions despite the confidence of Parliament despite the corruption and conflicts of interest that plague four of them. President Qais Saeed underlined, during his meeting with the general secretary of the Tunisian General Labor Union, Noureddine Taboubi, that the responsibility for the political crisis lies with those who qualify them as “maneuvers, with reference to the political belt and parliamentary government led by the Ennahda Brotherhood movement and Speaker of Parliament Rashid Ghannouchi. “

While some politicians and legal scholars have proposed the possibility of resorting to what is called the theory of impossible procedure, i.e. ministers take an oath before another body such as Parliament, the Constitutional Laws Watch or the Administrative Court, Saeed said they take their inspiration from case law solutions and who they are jurists, and they seek the impossible procedures that are applied in administrative law rather than constitutional law, adding: ” We are ready for all solutions, but I am not ready to give up on the principles I have promised before my Lord that I will be of service to the people and that I will not be of service to those who seek to overthrow the state.

Observers believe that the relationship between the presidency and each of the presidencies of government and parliament is at an impasse, due to fundamental differences between President Qais Saeed and Speaker of Parliament Rashid Ghannouchi, who announced a few days ago that the position of the president of the country is only symbolic, in a kind of hidden challenge, which has aroused anger and torrent of criticism. Observers point out that President Said was the one who was behind the appointment of Hisham al-Mishishi to form an independent government after the resignation of his predecessor, Elias Fakhfakh, but that al-Mishishi later allied himself with the Ennahda movement and those who participated with it to form the government belt, and it excluded all members of its government proposed by Saeed, which increased the complexity of the relationship between Saeed and Al-Meshishi.

Democratic Current MP Hisham al-Ajbouni said: “There is no point in continuing the policy of escape. We are now living in a stifling crisis which has a constitutional, legal and political interior, indicating that the solution à President Saeed’s continued refusal to hold ministerial office is linked to suspicion of corruption or conflict of interest. Before him, it is a question of either relinquishing their appointment or leaving them alone. He added: ” I think the only rational solution is to either drop appointing these ministers or drop them on their own, and compensate them with other impeccable skills. The prime minister will be a loser if he lays all the eggs. In the basket. of Rashid Al-Ghannouchi and his allies, who will push him to confront the President of the Republic, then abandon him as soon as possible, as they abandoned his predecessors.
