Shame on a man born after independence who revives the old practices of the great African dictators, all of whom were eventually swept away by the popular vengeance.

I am amazed to see and hear, at the time of the march of a people towards certain hope, a man and his jubilee sympathizers, because having had the agreement of another justice, to leave to sleep without risk, sums destined for another people, whose justice has demanded the restitution of this illicitly acquired property. Beyond this fact, there is a case, beyond this affair, there has been proven depredation, and on the return of the fact, there is a not very brilliant story that the Sieur Karim Wade holds alone, unfortunately, the synopsis.

The existence of accounts in Monaco on behalf of Wade fils is a shame for Africa and especially for Senegal, at a time when Senegal needs its resources to take off. Then emotion must not prevail over the truth. The latter must overshadow the legacy of a party, its experience and its history, because it is about the heritage of a whole people.

Shame on all those who rejoice at the decision of the Criminal Court of Monaco, the latter, having refused, this Tuesday, July 10, to proceed to the confiscation of colossal sums "discovered" in the accounts belonging to Mr Karim WADE, in Monegasque banks.

Therefore, the evidence of illicit enrichment comes once again to be confirmed. Unfortunately here in Senegal, the jurisdictions of our country are only sick when a politician is blatantly caught in the bag. So, do French laws protect his sons, especially those who use another nationality to fool, and hide behind the French to save their skin? It's intolerable!

Is it obvious that the interests of France are well above those of Senegal? No logic! This money diverted in the exercise of power, must be repatriated by international cooperation mechanisms that bind Senegal to France.

French law does not recognize illicit enrichment in its legal architecture. France is not a signatory either, of these international conventions. So vicious is, one who did not want to separate from his French nationality to plunder our meager resources, knowing that at his action, there would be conflict between two jurisdictions. This looting was well planned from the start!

Therefore, the offense of Karim Wade can not be an isolated case, it was committed on our lands, with an implication of State mechanisms, hence the prevalence of an action, and the incongruity of a very serious fact. Mr Wade must not come out unscathed.

It is proved, then, that illicit enrichment is within the same internal framework, and even though the fact is incriminated and sanctions are taken, Senegal is on the side of the States that have signed these conventions. Here, in this case, he is a victim.

Karim Meissa Wade's lawyers are well aware that illicit enrichment is a consequence of international cooperation. This is implied.

Our economic and social partners must strengthen the State, and help it at all costs by denouncing these cases of illicit enrichment. Nothing must weaken the law under our skies, especially when a man plays on two tables of different nationality.

Cooperation is here the crossroads between national law and international law.
Article 62 of the United Nations Convention against Corruption and Illicit Enrichment emphasizes assistance to the developing country.

The fight against illicit enrichment or corruption is peculiar to all societies. It could create instability in all states. We would denounce leaders who have assets abroad, and it is now proven that Karim Wade is one of them. Hence the need to check the reliability of the declaration of property and assets. This scanner will have the mission to verify the veracity of the investigations on the illicit enrichments and dilute to the rebound their inclinations. The fight against illicit enrichment is a concern of the international community for the preservation of interests for the welfare of humanity. As poor or rich, it is the duty of all states to fight an evil that causes damage to states and the human species. Karim Wade's case is one. One could only see the denunciations made about real estate property of the current presidents of Congo, Gabon, etc. In the same vein, we have to see the inventory of heritage of African Heads of State by the Central Office for the suppression of serious financial delinquency to understand that Africa is sick of its leaders. And one would see the curve without praise of illegally acquired goods and the urgency to return them to the States concerned. And for the case Karim Wade, the fault is so heavy that it is shameful to Africa, the continent we want to build!
