As part of development planning, the Ministry of the Economy, Finance and Planning (MEFP), through the Directorate General of Planning and Economic Policies (DGPPE), initiated the process of preparation of Phase II of the Emerging Senegal Plan (PSE) 2019-2023. Thus sharing and exchange meetings are scheduled from Monday 23 to Thursday 26 July 2018 at the King Fahd Hotel in Dakar with the different categories of actors.
This exercise, which began in December 2017 , relied on the expertise of the various stakeholders to take into account the current changes in the national and international environment with a view to putting in place the most appropriate reforms and projects to put Senegal on the trajectory of the emergence

The general objective of the series of meetings is the sharing of the interim report on the diagnosis and strategy of the second phase of the PES.

Here is the full text of M. Bassirou Samba NIASSE, Secretary General of the Ministry of Economy, Finance and Planning during the consultation with the categories of actors on the preparation of PAP II PES. Mr. Niasse chaired this meeting to share the PSE Phase II interim report.


It is with great pleasure that I chair this meeting to share the PSE Phase II interim report. This workshop follows those on the "diagnosis" and the "formulation of the strategy" organized respectively from 18 to 22 December 2017.

I would like, on behalf of the Minister of the Economy, Finance and Planning , welcome you and take this opportunity to reaffirm the will of the State of Senegal to accompany the private sector.

Ladies and Gentlemen,

Dear Representatives of the Private Sector;

] Let me briefly introduce the history of planning in Senegal. Senegal has adopted planning as a tool for steering its economic and social development since its accession to international sovereignty. Thus, from 1960 to 1986, projects and programs of development were elaborated and executed, through four-year and five-year plans.

However, the cohabitation between the financial adjustment and the traditional development plan, at the end of in the 1970s, increased competition among different structures involved in the design of development policies.

Therefore, the National Planning System was reformed to unify the processes of financial adjustment and development planning. The purpose of this change was to establish a rolling planning system based on three complementary instruments that inform and clarify each other. It was the Prospective Study on Senegalese Society, the Plan and the Three-Year Public Investment Program

From 2002 to 2013, it was the advent of the MDGs, the PRSPs. As a result, Senegal's economic and social planning policy was inspired by a normative framework of the international community.

Ladies and Gentlemen,

Dear Private Sector Representatives;

Despite all these events, the preparation of the various planning documents has been, and always will be, great moments of national consultation around the development objectives that bring together and involve the civil society, the private sector, the PTF and the Administration; the latter playing the role of coordination and facilitation

As you know, since 2014, Senegal has committed to achieving emergence by 2035, through the Emerging Senegal Plan (PSE). Over the period 2014 – 2018, the implementation of the ESP has made real and significant progress in terms of, inter alia, economic growth (with an average rate above 6%), health, social access to water, etc. This dynamic is the result of the establishment of a coherent set of (large) structural reforms and well-targeted public and private investment in a stable and well-planned macroeconomic framework.

However, Significant investment from the private sector, especially in Public-Private Partnership (PPP) projects, remains one of the major challenges of our country.

Also, this workshop is an opportunity to share your thoughts and ideas. initiatives in the direction of strengthening our economic performance, a guarantee of solid, stable development and social cohesion

If we want to win the challenge of emergence in 2035, we have to admit that we have to put the emphasis on human capital accumulation, productivity enhancement, improving the factors of production, promoting equity and gender equality, research and development. innovation, governance.

In this perspective, it would be appropriate (i) to move towards growth-enhancing and export-driven sectors, (ii) to increase the level of investment, and (iii) to promote inclusive and sustainable industrialization.

Ladies and Gentlemen,

In view of your expertise, experience and professionalism, I remain convinced that the recommendations that will come out of the workshop will make it possible to remove the constraints identified in order to succeed. to the desired future
