Put in place the most appropriate reforms and projects to put Senegal on the trajectory of emergence, this is the meaning that must be given to a series of meetings with the various categories of actors in the preparation phase II of the PES. It was launched yesterday in Dakar by the DGPPE.
The good initiatives and orientations for the second phase of the Emerging Senegal Plan (PSE) 2019-2023, are at the origin of the series of consultations planned for the week. Organized by the Directorate General of Planning and Economic Policies (DGPPE), the State wants to collect suggestions and proposals from different categories of stakeholders for better success. It is in this context that the DGPPE met, yesterday in Dakar, the actors of the national private sector. "We need a national private sector that fully participates in economic growth. This is the right moment to get involved, "said Mayacine Camara, coordinator of the PSSB. For him, the state has a responsibility to the extent that the public investments it must put in place, must be in line with the demand of the private sector. This will motivate him to intervene and invest more. Returning to the achievements of the first phase of the Emerging Senegal Plan, the latter will say: "The path to emergence is reassuring. Senegal is today on a very good slope that allows us to hope that in 2035, we can achieve the objectives, except that there is a lot of effort to be made. "
Corrections for the sector Expected National Private
On the other hand, the main problem encountered, he explained, is above all inclusivity in terms of growth. And the solution, according to him, is to try to achieve shared growth and that all Senegalese can feel this economic growth. During the first phase of the PES, the national private sector was left stranded as most of the projects had been outsourced to foreign companies. It is not Alla Dieng of Unacois / Yessal who will say the opposite. "The majority of Senegalese companies were subcontractors," he said. According to him, there are loopholes because some were left stranded during the implementation and the private sector is not happy. That led Mr. Dieng to say, "There may be corrections for the second phase". As for the representative of the National Council of Employers of Senegal (CNP), Aliou Ba, he hinted that they asked the authorities to focus on the national private sector for the second phase of the PSE. "We really want the authorities to support the national companies that have finished demonstrating their financial and technical capabilities, to be able to carry out the projects that are planned," concluded Mr. Ba.
Human capital, key to the emergence in 2035
Presiding the meeting, Bassirou Samba Niasse, Secretary General of the Ministry of Economy, Finance and Planning, indicated that in this perspective, it would be appropriate to move towards growth-enhancing and export-driven sectors, to increase the level of investment and to promote inclusive and sustainable industrialization. "If we want to win the challenge of emergence in 2035, it is clear that we must focus on the accumulation of human capital, the increase of productivity, the improvement of the factors of production, the promotion of 'equity and gender equality, research and innovation, governance,' warned Mr Niasse.
After the national private sector, the Directorate-General for Planning and Economic Policies will meet today local elected officials. Wednesday is reserved for Universities and Research Centers to close Thursday with civil society.
