Political politics will have a long life in Senegal as we are amnesic to the point of forgetting that the ordeal we are experiencing, has its origins, in part, scandals and bad choices occurred in the field of hydraulics between 2001 and 2003. Which corresponds to the period when, a certain Macky Sall, was Minister, then Minister of State in charge of Hydraulics.

Errors and scandals of yesterday, sources of difficulties today

In a daily newspaper of the place, Abdou Ball, General Manager of Société des Eaux (SDE) , has just delivered the real reason for the water shortage experienced by the Dakar people by stating: "the main plant that feeds Dakar has not been operating at its full capacity since May 15 because SONES had undertaken rehabilitation works of the anti-rams system. The work in question took longer than expected ".

These words of the DG of the SDE puts in front of the news the conditions in which the station of Keur Momar Sarr 2 was built by the company Degrémont-Suez, the technical control done during the implementation phase and the receipt of the work by SONES, as the delegated project manager for the State, before making it available to SDE for exploitation. As a reminder it was a certain Macky Sall, Minister of State, Minister of Hydraulics, who had presided over the commissioning of Keur Momar Sarr 2. S acting Keur Momar Sarr 2, everything suggests that when Macky Sall presided over its commissioning, the work received was not in accordance with the specifications as seems to prove the many technical defects occurred 9 years after its commissioning (within the 10-year guarantee period, ie 10 years!) while the service life of cast iron and steel water pipes is 50 years! In fact, when the Dakar populations were left without a drop of water for three weeks in September 2013, until President Macky Sall had to be moved on the spot in military uniform, it was after the rupture of a steel water pipe. The explosion of this water pipe was caused by the inefficiency of the anti-ram systems put in place during the construction of the structure. The consequence of the inefficiency of the anti-ram systems is the appearance of cracks in the water pipes under the effect of the pressure. These are the defects we are trying to repair today when the current DG of SDE speaks of "rehabilitation of the anti-ram system" .

If we This is because the rigorous technical control needed by SONES and its supervisory ministry (led by Macky Sall) during the construction and reception of the project had proved to be defective. Before talking about the future, many projects open here and there to reduce the water deficit in Dakar by 2020, we must have the courage to take stock of responsibilities and, if necessary, to take severe sanctions against the identified wrongdoers. Unfortunately, we continue to suffer from the ills of laxism, lack of rigor, lack of patriotism (no agent or representative of the State with a minimum sense of responsibility should accept to receive a non-compliant work, especially when it poses a risk to the population) and impunity (the explosion of a water pipe within the decennial guarantee and causing 6 injuries was sufficient reason to open a judicial Construction and Receiving Conditions for KMS2.)

Hydraulics and Sanitation: The Best Regulated Area Since the Appointment of the Brother-in-Law

Macky Sall is also responsible for what is happening at the head of the Ministry of hydraulics his brother-in-law, a novice, who is obviously overwhelmed by events! In addition to low-level considerations, it seems clear that Macky Sall wanted to give a cheese to his brother-in-law by putting him at the head of a sector, which does not attract much attention (we are more interested in the ministries and the Ministry of Finance), while he is the beneficiary of a very large part of the investments decided by the government during the last 3 years.

According to Mansour Faye, held during a press briefing on the report of the activities of his Department for the year 2016, "the government has made great efforts for the benefit of the water and sanitation sector between 2015 and 2016, with investments in the order of 427 billion CFA francs ". To get an idea of ​​the sheer size of the cheese granted to Mansour Faye, it is important to know that the amount of investment mobilized by this sector in 20 years (1995 – 2015) amounts to 266 billion FCFA! It's good to invest in the water and sanitation sector because it is a need, if not a necessity. As a result, Macky Sall is not to blame for his decision to spend $ 427 billion in two years on this sector. On the contrary, it deserves to be congratulated for this because access to drinking water for all and living in a clean environment are prerequisites for development. However, here he must be strongly condemned, it is when he makes the decision to entrust the conduct of these important investments to the inexpert, novice and incompetent hands of his brother-in-law in addition to conferring on him the 7th e rank in the government protocol order.

Even if he declares himself an engineer and holds an MBA, Mansour Faye's CV exam shows that he has never worked in a field related to and sanitation and that this ministry is its first government function. Leaving the General Delegation for Social Protection and Solidarity (DGPS), it would have been more logical and coherent to appoint him as head of a Department that would have grouped together social action, national solidarity, the protection of childhood, etc. This would have allowed him to capitalize on his experiences at the helm of the HPB and to learn the ministerial function. What nenni! Macky Sall is keen on his brother-in-law and the creamy cheese of hydraulics and sanitation is shared with the family and is also an excellent lever for political recruiting clients with regard to countless contracts to distribute. The case of the 600 fictitious markets that occurred recently in this ministry and which caused injury of more than 2 billion CFA francs to the State is there to remind us of this sad reality.
