Broadband Internet: Artp breaks the monopoly of Sonatel

A new era is opening up for operators of telecommunications networks open to the public and Internet service providers (Fai ). The Regulatory Authority for Telecommunications and Posts (Artp) has just decided to unbundle the local loop in Senegal. But what does the local loop mean? The local loop is a wired infrastructure. A network of wires or cables laid all over Dakar. It belongs to the incumbent Sonatel. Artp has decided, in accordance with the Telecommunications Code, to impose on Sonatel the sharing of this infrastructure on technical tariff conditions that are defined by the regulator. The Sonatel Group will sell the pair of vats at 8000,015 Cfa francs for the total unbundling and for the partial unbundling, the pair of vats will return to 1159 Cfa francs according to the explanations of Abdou Karim Sall, General Manager of the Artp, who adds that these rates are valid until December 2018.
Because of this, the Artp gives the possibility to other operators like Tigo, Expresso who came well after Sonatel and even the Internet access providers (Fai) to access this resource which only the Sonatel Group was the user.
The representative of Tigo argues that competition should not be on the infrastructure, but on the products and services offered. Continuing his argument, he believes that Artp must go much further. "We are talking about copper, but in the market, there is optical fiber," he notes. He says he looks forward to this phase with great impatience.
Given the fact that, supports the Director General of Artp, "the economic and technical conditions of the replicability of the local loop by other operators are difficult, even impossible, it was normal to put in place the unbundling mechanism ". This decision will certainly increase competition on the internet market as Senegalese will have a choice on Adsl. All the same, warns Momar Ndao, "Artp must ensure that operators do not agree to offer the same price." To do this, the president of the Ascosen urges Sonatel to publish all offers on products such as television, internet, etc. As a result, the consumer will have all the information and the latitude to choose the best offer, he says.
Unbundling will also boost the fixed internet. According to figures from the Observatory of Artp, the development of Internet services is increased to more than 98% by mobile and only 2% by fixed. Only unbundling can enable the promotion of innovative services in telecommunications, especially in the high-speed and high-speed Internet market.
