Dakar, July 20 (APS) – The Consumers' Association of Senegal (ASCOSEN) wants the draft decree on the regulation of large-scale distribution carried by the Senegalese State to take into account the management of commercial urbanism , the moralization of commercial practices and the strengthening of quality control.
She expressed this concern by the voice of its president, Momar Ndao, Friday, during a meeting with the Minister in charge of Trade, Alioune Sarr. The purpose of the meeting held in Dakar was to "collect" the observations and concerns of ASCOSEN and share with him the methodology to be followed in drawing up this draft decree.
On this occasion, Mr. Ndao asked the State of Senegal to regulate "distribution by the management of commercial urbanism", and "to review the conditions of establishment of supermarkets and markets and the moralization of commercial practices "
According to him, "we must define a sales threshold, manage the management of access to referencing, prohibit retroactive discounts, protect the relationship between the supplier and the supermarket".
He also suggested strengthening economic control in shops, supermarkets, distributors and even stalls, and assisting local producers.
The Minister of Commerce who chaired the meeting, reassured the consumer associations, promising that his department, in collaboration with all stakeholders, will work next Tuesday on the methodology to be adopted in the development of the project. decree.
"This is the first step and the next, it is the broad consultations that we will engage in three months on the distribution in Senegal.They will integrate all the actors of the chains of value which lead to the trade", a- he declared.
Alioune Sarr announced the establishment of a steering committee, which will include, among others, representatives of consumer associations, traders and distributors.
"This will allow us, in an inclusive and development approach, to show that the government is listening to the expectations of its people," he said, welcoming the "principle of the freedom of enterprise found in Senegal ".
According to him, the Senegalese must aspire, in terms of investment, to achieve what other countries have been able to achieve.
The Minister of Commerce indicates that with this draft decree, an application for authorization will be required for the establishment of any supermarket with an area greater than 300m2. "Senegal is not a country where we do what we want.This measure does not exist in the texts, it will have to integrate," he said.
He explained that this regulation should result in an investment in infrastructure and access planning by large supermarkets for the benefit of consumers, while allowing small local shops to continue to exist and 'State is in this device.
The Minister of Commerce has assured that the decree in question will take into account the support of value chains so that small and medium-sized enterprises (SMEs) and small and medium-sized industries (PMI) are not penalized. [19659002]
