Khadim Ba, CEO of Locafrique, Lessor of Prodac: "We have injected nearly 22 billion for the realization of the Dac"

Khadim Ba believes in Prodac, a good project with high added value, in his eyes. In this interview, the CEO of Locafrique talks about the events that have marked the financing of the Dac since 2014.

Where are you with Prodac funding?
We have signed a financing agreement with the State of Senegal and Prodac which is in fact responsible for financing the project on behalf of the State of Senegal. Prodac has signed a contract with an Israeli company called Green 2000, which is known for such projects. We are responsible for paying the bills that are presented to us.

Until then, what is the amount that Locafrique has made available for financing the Prodac?
Approximately 22 billion CFA francs were injected for the realization of the Dac.

Why is this stop?
At my level, there is no stop because we continue to receive invoices that have been paid. At one point, there were misunderstandings between the role of Locafrique, the role of Prodac and the role of the State of Senegal. And all this has been clarified.

The 300 thousand jobs were not created. What is your responsibility in this failure?
We have no responsibility in this failure. Our responsibility is limited to financing. We have to pay the bills that are presented. We do not have technicians and we do not know each other. I made the decision about me to finance this project, because I believe it. The presentation that was made to me of the project shows that it is a project with strong added value that must continue.

Why did not you respect the start of project financing as you signed it with the State of Senegal?
There are always prerequisites. In a financing agreement, the contract is signed. After that, there are implementation procedures that concern all the guarantees, the documents that allow us to set up this financing. We have made a few strains to our procedures, but since then all these equivoque have been lifted and everything is going well.

Is the state still paying you back?
Yes, the state pays us back. We received about 9 billion out of 29 billion. When we receive an invoice, we make a draw and it is on this basis that we pay.

Do you have family ties with the Minister of the Economy, Finance and Planning?
I am not related to him. His name is Amadou Ba. My father is also called Amadou Ba, maybe it's the amalgam that people make.
