In his presentation, the executive secretary of AMRTP will say that the USSD code * XXX * format uses a very low bandwidth. However, this code allows, he says, the choice to activate features on his phone or obtain from his mobile operator information on the services provided.
Speaking of the context of this decision, he will say that this code was nowadays exclusively owned and operated by mobile operators, global license holders. But, he stresses, the demand for access to these resources, which have become rare, yet strategic, is very important, particularly for banks and other structures that offer money and electronic payment services that favor de facto inclusion. financial, currently strong and urgent.
"This monopoly situation, which is particularly detrimental to competition and in particular to innovation, justifies the intervention of the regulator who, by decision, opens access to the USSD codes, codes considered as essential facilities whose access is essential to suppliers of value-added services to deliver innovative services, "he said, adding that this initiative is a great business opportunity for economic operators.
In addition, he pointed out that the AMRTP well before the liberalization of this USSD code has conducted a study on mobile money and digital financial inclusion with all stakeholders. The rest of the study, he said, consisted of implementing recommendations, including the liberalization of USSD channel access. Which, he continues, was achieved by the respect of the texts which govern the sector of the telecommunications in Mali and with the total and constructive adhesion of the operators, holders of global license through the adoption of the decision N ° 18 -0045- / AMRTP on the date of 05 July 2018.
