Realization of the South Agropole: A financial need of 67 billion

To achieve its objective of creating 8,700 direct jobs and transforming 33 thousand tons of mangoes and 53 thousand tons of cashew nuts, the southern Agropole needs 67 billion CFA francs. The private sector is ready to inject 45 billion CFA francs to hold 51% of the shares of the company that will have to manage the infrastructure. The state will, for its part, invest 11 billion in basic infrastructure and make some tax concessions to launch the project in early 2019.

67 billion CFA francs is the amount of funding needed to put on foot of the first Agropole of Senegal planned in the southern zone of the country. If for the moment Adéane, a town located between Goudomp and Ziguinchor, is ready to yield a land base of 500 ha, it should wait until January 2019 to begin the processing of 33 thousand tons of mangoes and 53 thousand tons of cashew nuts and thus create 8,700 direct jobs from the 18 selected projects
Indeed, the Lab, a meeting of stakeholders to draw the contours of the project, has just published its proposal. From this meeting, we note that the launch of the work will begin in January 2019. But before, we must create the governance structure. It is a Construction and Operations Corporation (SCE). It will be governed by private law and structured in this way: companies, interprofessions, financial investors (banks, investment funds and individuals) will share 51% of the capital and the remainder will be held by the State through the Caisse des Dépôts et Consignations (Cdc), Cosec, Ipres, Fonsis and Territorial Communities. It is up to the state to establish the company through an official mandate. In this regard, Moustapha Diop, Minister of Industry and who signed the commitment of accession of the government, said that a "transfer of 250 million CFA francs was made Thursday, July 12, 2018 in the accounts of the UNIDO for the feasibility study (…) As of December 30, 2018, all the measures to facilitate the development of the project will be taken. "
State participation to the tune of 11 billion of the required 67 should be used for the construction of basic infrastructure. The site to host Agropole is 3 km from the national road. Roads, tracks, water, electricity, sheds, administrative buildings and treatment centers will be supported by the state. In this sense, it is expected a budget registration to be on time. Once this step is completed, the Sce will count on 3 sources of income. These will be rental charges, flat-rate fees and services provided by the research and development function. The Sce will be organized as follows: the Board of Directors, governed by the Hoada law, may request a guidance body. Who will understand all the stakeholders who are not necessarily in the Board of Directors. This antenna will cap all the agropolises of Senegal. The Board of Directors will appoint a managing director.
In order to amortize private investment, the players applied for the status of export company, tax relief for the first years and training facilities. The automatic alignment to the Investment Code to facilitate administrative procedures for tenants is strongly desired.
