Abdoulaye Bibi Balde clarified the claims of the EXCAF group on the release of StarTimes decoders. According to the minister, this decoder is of the satellite type with a TNT output. However, according to him, the TNT output is not activated, because it only works as part of a satellite television program.

Abdoulaye Bibi Baldé pointed out that the ARTP has blocked, for the moment, the commercialization of the decoders of StarTimes, because they are not approved and the Ministry had asked for the stop of their marketing.

The minister also recalled that "the State of Senegal has a 5-year contract, since 2014, which normally expires in 2019". Before informing that this contract can be renewable if the conditions of success are met, after an evaluation to locate its level of execution.

"Today, geographically, there is good coverage, but many regions, especially those in the South and East, are not covered by DTT. The provision of decoders is also insufficient. Because on a target of 800,000 term decoders, EXCAF provided about 450,000, "said the minister.
