The fable of the "good" Auchan who frees us from the "big bad" trader, By Guy Marius Sagna!

The government of Senegal has declared war on small and medium-sized businesses, peasants, traders and even Senegalese consumers even though the latter has not yet realized it. Allowing the installation of Auchan, which has already installed 25 stores in Senegal, is a true declaration of war.

The government using the legitimate aspirations of the citizen-consumer to distill the idea that the Senegalese merchant failed in 58 years and supermarkets will come to save them.In this debate the insulting argument of the dirt of our traders is agitated by some. In 1952, the service of colonial hygiene had 187 agents for a population of 324,000 inhabitants, that is an agent for 1,732 inhabitants. As of January 1, 2018 there were 31 agents for every 1,000,146 inhabitants, or a ratio of one agent to 33,707 inhabitants. In the face of this total bankruptcy in terms of the glaring inadequacy of the staff, and if we began by entrusting the ministry in charge of hygiene abroad and not to attack the perfect scapegoat merchant?

Talking about supermarkets in General and Auchan especially in Senegal is also thinking globally the economy and act locally in the distribution sector.
Now, what characterizes the current context in Senegal? At their press conference on April 18, 2018, the members of the organization Couturiers, créateurs et associés of Senegal (Ccas) said no to the establishment of the garment manufacturing unit that the Chinese company "C & H Garments" wants to implant at Diamniadio. These fellow citizens said: "We understand the president of the republic, who has promised jobs and who expects from this plant 1,500 to 3,000 jobs. But, we think that by wanting to create 3,000 or even 4,000 jobs, he risks sending more than one million Senegalese living in this textile sector out of work. "

During the press briefing of March 10, 2018, the market gardeners of the Niayes area denounced the competition that made them from the Indians. One of their members said: "The horticultural producers of the Niayes area are victims of the unfair and unhealthy competition of Indian producers who, in addition to grabbing the fertile lands of Mbane and transformed people into a hand Workable and malleable workmanship, have seized the local market, they flood with an overproduction of 6,000 tons. And this, under the complicit eye of the State of Senegal which, instead of protecting and encouraging the initiatives of domestic producers, prefers to assist foreign firms like Sen India. "
Organizations whose collective for the defense of interests Senegalese poultry sector (CODIFAS) launched a campaign called "Sama ginaar sama bakkan" to express their opposition to imports of chickens.

In June 2018, the members of the national network of money transfer providers (RENAPTA) organized a demonstration in front of the headquarters of Orange in Parcelles Assainies to refuse to be pressed by the multinational. In late May 2018, we witnessed the establishment of the Collective of Providers of the AIBD (CPA) to fight against the high cost of the airport and "usurious and unjustified contracts set up by the Turks". of the CPA say that "foreign companies operating at the AIBD, especially the French and Turkish, benefit from very advantageous contract to the detriment of the Senegalese companies. In addition, AIBD's royalties are four times more expensive than those of Accra and Abidjan, two countries with better economies. " And they intend to fight to "make the Turks listen to reason."

Saturday, June 2, 2018 took place the constitutive AG of the Senegalese Investors Club whose mission is: "to promote, through the investment in structuring projects, the development of a strong national private sector and the international influence of the Senegalese economy. ". Not long ago, Senegalese shoemakers had organized a march to express the difficulties they had in selling their products because of imports and competition. This context is indicative of the strengthening of the imperialist presence in our economy to the detriment of our people.

It is in this same context that Auchan has established 25 stores. The goal for this big brand is to install 160 stores. The implantation of Auchan at this time is not fortuitous. Visiting Soboa in July 2018, France's ambassador to Dakar said that over the past 15 years, the market share of French companies in Senegal has increased from around 25% to around 15%, or even less. The diagnosis that frightens and runs the French imperialism is more serious. "Between 2000 and 2011, the market share of France south of the Sahara declined from 10.1% to 4.7%," said in 2013 the quintet Hubert Vedrine, Hakim El Karoui, Jean-Michel Severino, Tidjane Thiam and Lionel Zinsou. The assault of French companies in Africa in general and in Senegal in particular is a strategy thought in France to stop this decline and applied in Senegal by the government of Macky Sall.

This reinforcement of the presence of French companies is done in a Senegalese context already marked by: 65% of Senegalese SMEs that disappear before 3 years; 275 companies went bankrupt in 2017; 300,000 new job seekers each year to whom only 30,000 jobs are offered. This explains the entry into legitimate resistance of different fractions of employers, producers, actors in different sectors … This is how we must understand the right and legitimate cry of resistance AUCHAN DEGAGE!
to counter this movement which is gaining momentum it was announced the setting up of a trade union of the industrialists on July 4th, 2018 regrouping companies realizing a turnover of 25 billion francs CFA at least. In this group there is Franck Bavard of the Grands Moulins de Dakar, Damien Baron de Soboa, Sococim …

Legitimate aspirations of citizen-consumer and vacuum, result of 58 years of anti-national options.

soon a month that the debate between pro and anti Auchan is raging we hear criticism of the trader Senegalese who would see no further than the tip of his personal interest; whose activity does not respect any of the most basic rules of hygiene; who has no pity for his fellow-citizens and increases the prices as he wants and when he wants; no spirit of patriotism …

Some of our fellow citizens even pushing a sigh of relief: the "good" Auchan frees us from the "big bad" trader. Some going even further. Since trade in Senegal is controlled by Guineans, foreigners for foreigners accept Auchan they say. The aspirations of the Senegalese citizen-consumer for a better distribution that offers good accessible products is fair and legitimate. Our traders are not exempt from reproach. We have to criticize them and force them to improve. But never stop supporting them.

Yes, we need to ask some of our traders why they have been the option for decades to be importing traders neglecting local products. Yes it must be said that their silence on issues like the CFA and EPA because these instruments of oppression of our peoples arrange them because promoting imports was not a good position. In this they forget or ignore that this same CFA franc exerts a financial repression that explains that there is very little credit available to them. Having made common cause with the IMF and the World Bank for liberalization they forgot that capitalism, imperialism never stops. Were they not used as a Trojan horse that prepared the current installation of these supermarkets.

What did the state do for 58 years to protect the citizen-consumer? To prevent traders from squeezing consumers? To ensure hygiene? The failures of our distribution are the faults of our State. Of those who have ruled this country since 1960. Who looted SONADIS?
The context recalled above was so that the issue of supermarkets not be separated from the French imperialist offensive in particular . You have to have a panoramic view to understand that what is happening in the distribution with the invasion of big brands is not isolated. And from there the interesting things begin. If the CFA, the EPAs, Eiffage, Bolloré, the foreign military bases … are not there in the interest of the Senegalese citizens how to think that these supermarkets are there to save the citizen of the Senegalese merchant?

There are 600 suicides of French farmers a year. Where are the French supermarkets to prevent this? And so the question is: the local products sold in these supermarkets used by Auchan in its false propaganda is for how long? Time to slaughter local competitors. Because if it was only for humanity, Auchan would start by helping French farmers.

In France, 100,000 small traders disappeared in the space of 19 years with the installation of supermarkets. One (01) out of two towns (02) no longer have local shops because of these saviors of supermarkets. For some three (03) to five (05) jobs are destroyed for a (01) job created in supermarkets. For other seven (07) jobs at least disappear in silence next door in trade, agriculture and SMEs for two (02) jobs on which the mass distribution communicates. Therefore, when the director of Auchan claims to have created 1,522 jobs, he will destroy between 4,566 and 7,610 jobs at least.

The precautionary principle would require that an impact study be done by the government before accepting the installation of large areas. We do not dare to believe that the government has plunged the 15 million Senegalese in supermarkets without doing an impact study. But when do we hide the government to refuse to publish the results of the impact studies? The same as the EU for the EPAs

That is why we support the proposals of the FRAPP / FRANCE DEGAGE.

1-the suspension of the installation of large surfaces
2-the realization / publication of impact studies of the installation of supermarkets in Senegal
3-the organization as soon as possible of the assizes of the national distribution

Auchan, it is not only trade, distribution , of the economy.
It is also the defense of the Black. The alienation of the neocolonized is such that for him, the truth "sounds white" as Cheikh Anta Diop would have said. The result of 58 years of independence and let the big imperialist brands invade our country by crushing the national distribution is: the quality sounds white and that the black, the Senegalese is able to nothing. This is not true because at least since 2005 all the chickens eaten by the ministers and the president of the republic are raised by Senegalese.
