M. Mangara co-chaired with his colleague in charge of monitoring the emerging Senegal Plan (PSE), Cheikh Kanté, the technical validation of the Report of the joint annual review (RAC 2018) of economic and social policy.
This RAC is devoted to the balance sheet achievements of the year 2017. It includes the analysis of the macroeconomic situation, the assessment of sectoral policies by strategic axis of the PASE and the perspectives and recommendations with a view to removing the constraints noted.
According to the Minister in charge of the Budget, "the macroeconomic situation has improved markedly, continuing the good trend started since the implementation of the PES in 2014."
"These results made it possible to place Senegal among the fast-growing countries of sub-Saharan Africa" , he said.
"The growth rate reached 7.2% in 2017, reflecting a remarkable performance thanks to the efforts made by the State of Senegal, to ensure the quality of public investment and control of current expenditure, "he said.
According to him, the report shows that" the Senegalese company is in a dynamism of accelerated transformation. "
The value added of the agricultural subsector rose from 1020 billion CFA francs in 2016 to 1127 billion FCFA in 2017, an increase of 10.4%, thus exceeding the growth rate of GDP, according to the report.
With regard to the fisheries and aquaculture sector, the RAC reveals that Senegal is "in a good trend" even though, efforts will have to be made in the preservation of resources.
At the level of energy , important achievements have been made to meet the energy demand of households and businesses.
In the field of transport, efforts have been made to build a "network of exchange of more and more Structured to start a more balanced development of the territory and opening up of rural areas. "

Regarding public finances, tax revenues increased from an average of 18.6% in 2009-2013 to 20.2% between 2014 and 2016.

However, Mr. Mangar stressed that, in order to work to maintain this dynamism, "the fundamentals of the economy will have to be solid in order to reach the objectives of emergence".
