Serbian Finance Minister Sinisa Mali said the proposed budget for 2019 is balanced because higher wages and pensions are expected in the public sector, which will improve the standard of living of citizens, but more public investment. will contribute to economic growth and job creation.
Mali in the Serbian Parliament, explaining the budget proposal for next year, said that the set of accompanying financial laws would provide tax relief and would enhance the competitiveness and attractiveness of the national economy.
He added that the budget revenue should rise to 1,246.2 billion RSD and that expenditure amounted to 1,269.1 billion, so that the deficit would be 22.9 billion, or 0.4% of expected GDP. The budget is projected on the basis of estimates that GDP growth of the event would be 3.5% and inflation of 2.3%.
"The fiscal consolidation has ensured that the share of public debt in GDP continues to decline, from 56.6% currently to less than 50% next year," said Mali.
As he added, the increase in wages in the public sector will increase from 7 to 12% next year, so the total amount of salary funds at all levels of government will be higher of 33 billion compared to this year, while for the budget allocation pensions and the PIO fund will be higher than 35 billion dinars.
"Allocations for capital investment, the state budget and local government budgets will rise to 220 billion dinars, 30 percent more than this year," said Mali, adding that this money would be used for the construction of road and rail infrastructure as well as for investments in technology parks and health facilities, "said Mali.
The minister said that the tax burden of wages at the expense of employers would be reduced from 63% to 62%, which explains the reduction in budget revenues of 12 billion dinars.
"The new benefits law will consolidate and reduce the fees paid by businessmen, which will ensure the predictability of these expenses," said Mali.
The Serbian Science Fund is being created
The Minister of Education, Mladen Šarčević, introduced the Law on the Scientific Fund for Science and Science of Serbia, which regulates and defines policies and measures to encourage the scientific and technological development of the State. ;State.
He explained to the deputies the proposed law, namely that the law would strengthen and regulate the area of support of this activity in order to create the conditions for a continuous development of scientific and development activities in Serbia, necessary for the development of a knowledge-based society.

According to him, for the implementation of this law, it is necessary to provide 500 million dinars for the activities of creation and operation of the Scientific Fund of Serbia and the establishment of an information system and a database of programs, projects and other activities.

The opposition to the Serbian Parliament does not believe Minister Malo's words and says they do not understand why the minister and the government are leasing the long-standing budget surplus when he is seen as the same problem as the deficit.
