Since the beginning of the new heating season, the public has been asking why it is not cheaper to heat the heating system. How can it heat cheaper in Nis, and can not in Belgrade? The previous winters were so mild that heating plants saved their energy reserves safely and had the opportunity to lower prices, which they did not do. The most significant price change in the price of heating occurs in early October when the apartments are cold due to the low outside temperature and the heating plants maintain the regulation to not boil before the 15th of month. This is the period when the majority of consumers decide to disconnect from this heating. The price of heating is 90 to 114 dinars per square meter of heating space and depends on the city, because local governments determine the cost of heating.
Asked about the possibility of a decrease in heating prices, Dejan Stojanovic, chairman of the board of directors of the Association of Heating Industries of Serbia, explains that rising prices for oil and gas in 2018 directly reflects the increase in thermal energy production costs. Heat products are bought on the market and their prices are regulated.
– Since the beginning of this year, the price of gas for heating installations has increased by 21% and fuel oil by 27%. Since only the total costs of gas account for about 54%, the actual needs of the district heating system should include an increase of the variable part of the heating cost by about 11%. This fact allows district heating systems, in accordance with the decree on the methodology for determining the price of supply of thermal energy by the end customer, to submit price adjustment requests in accordance with the justified costs to the competent authorities of the units. local authorities – explains Stojanovic.
Local self-governments are obliged to examine applications submitted in a timely manner and in a manner consistent with the regulations. If this does not happen during the heating season, the incomes and costs of the district heating system may diverge, resulting in a failure to meet the heating plant's contractual obligations to the heating suppliers. Energy and blocking the account. All of this would jeopardize the sustainability of these systems in the short and long term – he says.
Otherwise, according to the regulations, heating can be cheaper when the price of energy drops by three percent or increases by five.
Asked whether the heating facilities exclude households that do not pay for heat, or whether the cost is extended to all consumers, Stojanovic indicates that the termination of the final heating service customers is done in accordance with the Conditions and Mode Decisions. of heating energy supply, this document is adopted by the competent body of the local self-governing unit.
– The exclusions of individual apartments are carried out in front of the apartment when the technical conditions allow (lower number of guests), and when entering the apartment, excluding the heaters of these customers when technically impossible (number of customers superior). This other situation, which concerns a large number of end-users of thermal energy, is often achieved with the help of municipal inspectors, and often also the police – says Stojanovic.
The case of end customers who do not pay the thermal energy delivered is solved by lawsuits in the courts and since the establishment of private enforcers, the situation has changed considerably.
