Biles-Thomas was identified by Cleveland Police as the shooter.
He was arrested Thursday in Liberty County, Georgia, and is currently awaiting extradition to Cuyahoga County, the Liberty County Jail said.
Biles-Thomas remains held without bail in Liberty County Jail. He is due to appear on September 13 in Ohio.
"We appreciate our partnership with the Cuyahoga County District Attorney's Office and are confident that their efforts will bring justice to the families affected by this terrible incident," said Cleveland Division Police Chief Calvin Williams.
