The IFAB (International Football Association Board) has observed that in a quarter of the English Premier League (EPL) matches, changes are made after 90 minutes.

The new proposals could be discussed by the IFAB as early as next month in preparation for their annual meeting in March.

"Finding ways to reduce wasted time, speed up the game and increase play time is one of our top priorities," an IFAB member told The Times. .

"A rule that there should be no substitution during the overtime period is interesting and could work well." The referees add 30 seconds for substitution, but in practice it may take much longer than that.

"However, there should be lawsuits to see if there are unexpected ramifications." The talks come after new figures have revealed a worrying lack of playing time per game.

The average game time for a Premier League match is 55 minutes and nine seconds this season, while Cardiff City's clash against Burnley predicted just over 42 minutes of match time.
