Wales fails to understand why Australian center Samu Kerevi escaped punishment for the late tackle from Leigh Halfpenny last weekend, which left the shock in the back.
Halfpenny, who suffered his fourth concussion in as many years, was injured six minutes from the end of the win in Wales when Kerevi attempted to attack him and hit his head with his shoulder left.
Referee Ben O'Keeffe did not consult the head of the TV match. He decided that contact was inevitable and accidental, a finding shared by the citing agent who took no action, even though Halfpenny had failed an assessment of the head injury and had to follow protocols to come back.
"It was amazing, it was not a penalty," said Wales coach Neil Jenkins. "Leigh is not going lightly, a tough old player. For him to undergo an EIS, there was a contact with the head.
"The referee of the day did not think so and that's what he is. We must continue with that. Leigh will review his protocols and we'll see where he is later in the week.
Wales will face Tonga at the Principality Stadium on Saturday, a match in which Halfpenny will probably not figure even though he is fit Wales has delayed the announcement of his 48-hour squad until Sunday. On Thursday with the George North wing and the Tomas Francis propeller for fitness tests.
Pillar Samson Lee was released from his team after failing to recover from a hamstring injury, but half opening Rhys Patchell, who was not Retained for the games against Scotland and Australia after his convulsion, is in contention this weekend.
