POPRAD. On the road to the Poprad district court parking on Thursday morning, the barricades were again raised.

Concrete roadblocks, as well as two cars, were built by the owner of the land under the road of Martin Kurcáb, who claims for several years that there is an illegal communication, that the city of Poprad uses illegally.

"The reason is the lack of communication, the ignorance, the inactivity of the city and a conflict of several years.According to valid documents, I own the land," Kurcab said.

According to him, city officials have long refused to meet, did not communicate and officials blocked the facts.

He states that there are illegal traffic signs, a tarmac and parking on his property, which have never been designed for parking and circulation by a state authority and no Have never belonged legally to the government.

The Kurcab also pointed out that the city does not respect the decisions of the competent and judicial authorities and continues to occupy its property for which it is duly paid without any legal title.

"You are trying to legalize my way and the parking lot, to appreciate it and, on the contrary, to work on my land by operating an illegal paid parking lot," he said.

He is always willing to negotiate with city officials on the recourse and legalization of this state.

Warns of any liability

Curcab added that if the current state was maintained, in case of damage to health and property caused by the car, it would not be possible to proceed in accordance with the Highway Code and would be responsible for the situation.

"If anything happened to someone, I might be right about the law," he said.

He assured that the activity of blocking motor vehicles was not intended to disrupt the state of the environment, but to protect those who are exposed to the risk of damage caused by the introduction from Poprad.

The disgruntled owner also has statements from the relevant law enforcement authorities that the path to his country is not at all a communication channel.

The police have a decision in 1956

However, the head of the Municipal Police Poprad Štefan Šipula says that the city made its first decision in 1956, where it is said that it is a road.

"With regard to concrete bridges, we have taken measures to ensure cross-fertilization of lifeguards, residents of residential buildings and the owners of the surrounding facilities," added Šipula.

Drivers are aware of the current state of road signs.

Marián Galajd, speaker of Poprad, added that the passage allowed for the construction of the Mnoheľova Street District Court.

The Municipal Communications Administration will also not operate parking on Dominika Tatarka Street.

"This communication is in the possession of a city that will strictly comply with the law to protect this property and make it available to citizens," said Galajda.

Problem of different owners

The situation that Poprad has to solve is known to almost all cities in Slovakia.

According to him, it is a case where the communication is the property of the city and the land below has another owner.

The Kurcab first set up the barricade on this road at the end of August, and then pulled out the city.

"I think when a new leader of the city comes into office, we can start negotiations and finally we will solve it, because in four years, nothing happens, I just paid thousands of euros for legal services and I spent more time, mainly because of fatigue and helplessness, because the only person responsible for this situation is the police, "concluded Kurcab.
