We had these perfect few, but rarely would a mod come with everything needed. It's usually there that the modding community comes into play, because others tend to fill the void with their own voice packs or CSS icons. There is so much work to create a mod out of nothing. So much so that I think we should consider ourselves lucky that there are people willing to share their creations. As you said, this can be considered lazy in some cases, but I do not think that's the case for this particular mod. I think the modding scene for Ultimate is still trying to figure out how things are going and that this is another mod in the same vein as Mr. Krabs's for the beginning Most of the mods you saw recently or that you will see in the future are most likely used to try to understand the operation of Ultimate.

I would not really call a lazy mod unless it's a paying mod, which, in my opinion, is not it. Everything is just game for criticism, though. You should see some of the worst "lazy" modders. Some of them are waiting for you to retrieve a copy of a character file and extract it to the mod folder. They could have easily done it themselves, but they preferred, in the comments, to make people understand that they had installed it without checking, instead of warning people.
