According to Serebii, the Pokemon fan site, Smeargle may appear on photos you take using the Go Snapshot feature. If the Pokemon painter appears in one of your pictures, he will wait in nature after you leave the mode, allowing you to capture it.
It's unclear if there is a way to make sure that Smeargle will appear on your photos, but if you manage to meet one, it will have the same movements as the photobombed Pokémon. You will also receive a new Photo Bomb medal after finding one.
Smeargle is unique among the main series Pokémon due to the fact that he can only learn one movement, Sketch, every 10 levels. This move definitely copies the last move used by the opponent used by Pokemon, which gives Smeargle the opportunity to learn all the attacks.
