After a brief stint in the Insider program publishing ring, Microsoft released Windows 10 1903 build 18362.329 (KB4512941) in the production ring, although as an optional update. Although the update packages are the same for the releases published in the Release Preview ring, only the package from the May 2019 update has been put into production because 19H2 is still in the testing phase. However, it turns out that, even though the cumulative update has solved a lot of problems, some users do not have a very good experience.

Reddit users began reporting that after the installation of the latest cumulative update, CPU usage had increased even when the system was idle and unused. Most of the users who reported this performance problem noticed that the CPU intensive use came from Cortana (especially from the SearchUI.exe process indicated in the Task Manager). In addition, the search functionality in the taskbar also appears to have become non-functional for people affected by this problem, the search drop-down menu becoming blank when the user clicks on it.
Interestingly, a few insiders have logged comments on this issue in the comment hub. However, since the version was not offered to insiders long enough to be put into production, it seems that the problem has disappeared. To add to that, the question did not gather enough positive votes to attract attention. One would expect the company to wait to gather more comments on insider preview versions to better address these issues.
Microsoft has not yet officially acknowledged the bug. The Knowledge Base article for this release also does not list known issues related to the release. Although there are some workarounds to address this problem, such as setting some registry entries, we recommend that you do this only if you are familiar with the registry key modification. The accidental deletion or modification of incorrect registry entries can cause other problems.
Windows 10 Pro users can also access Settings -> Windows Update -> View update history and uninstall the problematic update. For those who have not yet installed the update, it is best not to do so. The next cumulative update should contain the fixes for this release and, hopefully, fix the performance issues caused by Cortana as well. Nobody can guess if the problems will be solved before the next Patch Tuesday update series.
Recent updates, in general, have been troublesome for Microsoft, as the latest firmware updates for Surface Pro 6 and Book 2 are also causing CPU limitations. These hiccups are certainly annoying because the company explained that it was again emphasizing the quality after the debacle of the Windows 10 October 2018 update.
