South Dakota Governor Kristi Noem, a rising Republican star and potential 2024 presidential candidate, appeared baffled on Wednesday night that much of the spending on the infrastructure bill proposed by the Biden administration is devoted to infrastructure.

“I was on appeal with the White House today with all the governors talking about the specifics of this package and I was shocked to see how wrong it is in infrastructure,” Noem told Fox News’ Hannity. “It goes into research and development.
