The incident does not appear to be a case of domestic violence and the suspect does not appear to know the victims, said Houston Police Executive Chief Matt Slinkard.
The suspect was located and was found deceased. It is not yet known whether he was hit by gunfire from officers during a firefight or whether he committed suicide, Slinkard said at a press conference.
Police said there was a video of the double homicide and the investigation was ongoing.
Houston Police received a call they believe was from the gunman on Sunday night from the Palace Inn Motel, Slinkard said.
Slinkard said the appellant indicated the person had guns and would injure or shoot people and shoot police as they responded to the location.
The suspect killed two people on a second-story balcony, police said.
Officers responded to the scene where they immediately encountered gunshots from the suspect while in their patrol cars in the parking lot, according to Slinkard. They were able to retaliate in the direction of the suspect, who was on the second floor.
No officers were hit or injured, but their patrol cars were struck several times, Slinkard said.
The suspect “came down through the open door of his motel room,” and police were able to make their way to the second floor, the police chief said.
Officers found two bodies on the balcony, a man and a woman.
Two other people in the parking lot were injured by the suspect in his random shooting, Slinkard said.
“It is a horrible and tragic scene,” he said.
