For the umpteenth time, Tanzania is preparing another by-election. Scheduled for August 12 this year, the by-election aims to fill the Buyungu parliamentary seat left vacant by the death of the immediately previous legislator, and 77 seats of Ward vacated by various councilors for various reasons.
