Summary of Major Revisions to the Emergency Action Plan:
- Extension of the one – month period, from July 31st to August 31st; Due to delays in the procurement process, a 1-month extension is requested, so that all activities can be completed on time.
From the beginning of the DREF operation, it was clear that non-food items purchases would be difficult, due to the lack of a list of pre-qualified suppliers, the limited capacity of the logistics department and the existing workload for the procurement of other projects and operations implemented in Tanzania. To support the National Society with the DREF acquisitions, a logistics RDRT was deployed for this operation. However, some delays in the procurement process could not be avoided for the reasons mentioned above.
In accordance with the initial plan, distributions of non-food items were to start from the week of July 10 to 14. Currently, all procurement steps are complete and local purchase orders have been issued with all vendors. Items will be delivered to all three locations during the week of July 23-27.
As a result of the delay in supply, the following activities had to be postponed until the end of July – August.

Description of the Disaster
Heavy rains fell in parts of mainland Tanzania and in Zanzibar from April 12 to 18, 2018, causing floods. Areas affected by the floods include Dar es Salaam (municipalities of Kinondoni, Ilala, Temeke and Kigamboni); Arusha (District Council of Arusha, Meru, Longido, Monduli districts); Zanzibar; Kilimanjaro (Same, Hai, Mwanga districts); Tanga (Handeni and Lushoto districts); Manyara (districts of Simanjiro, Kiteto, Babati); Tabora (districts of Nzega and Kaliua); Pwani (districts of Mafia and Rufiji); Mwanza, Morogoro, Dodoma, Mbeya, Rukwa, Mtwara, Shinyanga and Geita.
Immediately after the flood, the TRCS deployed a national disaster response team, a disaster response team, and volunteers from the TRCS agencies. from Arusha, Dar es Salaam and Zanzibar to evacuate those affected, administer first aid to those in need and conduct a rapid initial assessment of the situation. Evacuations and first aid activities continue in Arusha due to ongoing flooding.
Given the limited resources available in the country to respond to this emergency, the Tanzanian Red Cross Society (TRCS) charges CHF194,499 to the International Federation of Red Cross and Red Crescent Societies (IFRC) through the Emergency Fund for Disaster Relief (DREF) to launch an emergency operation
This DREF operation will focus on the most affected areas: Arusha, Dar es Salaam and Zanzibar. Based on the evaluation of the TRCS volunteers and reports from the Dar es Salaam multi-agency emergency response team (DARMAERT), 15,862 people are directly affected by floods in Zanzibar, Arusha and Dar es Salaam. The death toll is currently 15 in Dar es Salaam and 01 in Arusha
. In addition, 11 people were seriously injured in Dar es Salaam.
In Arusha, 548 households were displaced in Dar es Salaam, some 2,151 households moved, 42 houses and 21 latrines completely collapsed, and 342 houses severely damaged (DARMAERT & TRCS assessment, 2018). In the island of Zanzibar, 191 households were displaced and 225 homes damaged. As a result, the majority of flood victims have sought refuge with relatives and neighbors, while 19 households have not moved and continue to live in houses full of water, posing a significant risk for health. It should be noted that the rescue and evacuation of families continue in Arusha due to the continued heavy downpour.
