The contractors of the MPERA and the Kimbiji Water Project yesterday received a four-month ultimatum to complete the already delayed project of 19.8bn / -. The ultimatum arrives just a month after Romanus Mwang & Ingo, Acting Director General of the Dar es Salaam Water and Sanitation Authority, was sacked by the former Minister of Water and Irrigation, Isack Kamwelwe, for embezzlement and forgery
DAWASA Board of Directors was also dissolved to pave the way for investigations on financial malpractices. The project involves the drilling of 20 boreholes that can produce 260 million liters of clean, safe water in the Kigamboni district of Dar es Salaam.
Professor Makame Mbarawa launched the ultimatum during his project visit to Kigamboni. two contractors – Serengeti Limited, a local company and NSPT of Iran – have to complete the project on schedule
The Mpera Project, Kimbiji, is a strategic initiative to solve water scarcity in many regions of Dar es Salaam and the coast, which has been delayed for four years now. "This project started in 2013 and was to be completed in 2014, but due to various challenges, the deadline was missed … but because of its importance, the project must be completed despite ongoing investigations", said Professor Mbarawa. The Mpera Project, Kimbiji has been a center of heated debate during the recent parliamentary session in Dodoma, with lawmakers asking the Office of Prevention and Anti-Corruption (PCCB) to investigate.
However, the Minister has asked DAWASA for a new plan as soon as possible, which involves daily supervision to ensure the completion of drilling that will ensure an adequate supply of safe and clean water to Dar es Salaam and to parts of the coastal region.
Professor Mbarawa also directed DAWASA to review their contracts with contractors to compel them to find all project materials in the country instead of importing them.
