An internal investigation revealed that the UN refugee agency had spent millions of dollars on the biggest refugee crisis in Africa, including paying for what would become a car park at the Ugandan Prime Minister's office.

The report from the US internal watchdog says that about $ 11 million is spent on a recount of South Sudanese who flocked to Uganda in order to potentially eliminate hundreds of thousands of "ghost refugees".

More than one million South Sudanese fled to neighboring Uganda, following renewed clashes that erupted in July 2016, prompting the rush of the UN and other humanitarian actors to help them find food and shelter.

Uganda has been commended internationally for hosting refugees, but has been subjected to close scrutiny for corruption.

Representatives of United Nations refugees and Ugandan refugees did not respond immediately.
