Two Texas-mounted police officers who drove a black man down the street with a rope will not be subject to criminal charges after a public safety agency has concluded an investigation into their behavior.
The Texas Ranger Division of the state's Department of Public Security said that the Galveston Police Department had requested a re-determination, which had determined that a criminal investigation was not warranted.
