Dale Massad, who was elected mayor in 2015, was arrested by agents from the Florida Law Enforcement Department and charged with practicing medicine without a license. He also faces two counts of attempted murder.
Nocco stated that no one had been injured at Massad's home after the incident occurred before dawn in which sheriff's SWAT officers were attending FDLE.
According to an affidavit of complaint, SWAT agents repeatedly knocked on the doors of the mayor's home and tried unsuccessfully to use a ram to force them to open. Another officer attempted to shoot the door locks with a shotgun.
After opening the doors, a SWAT member unleashed a flash grenade inside the door.
When the police heard two gunshots, they pulled out behind an armored vehicle, the court document said.
The mayor had a weapon in his hand, so the officers ordered him to drop the weapon, said Nocco.
"If anyone shoots us, we have all the means and the right to fight back," said the sheriff. "They did what they thought was appropriate at the time.
"He's lucky he's not dead."
Authorities said Massad, 68, was in jail on Thursday. We do not know if he has a lawyer. CNN called his number at home and contacted family members, but did not receive a response.
Massad gave up her doctor's license in 1992 but still practiced medicine, the FDLE said. Patients came to his home, the agency said in a press release.
"He had practiced medical procedures at his home, a procedure requiring additional hospital treatment for the patient," the statement said.
Port Richey is located in the Gulf of Mexico and has about 2,800 inhabitants.
