The Senate voted Wednesday to prevent President Trump from transferring federal money to the construction of a southern border wall.
The vote of 54-41 marked a bipartisan disapproval of Trump's decision to displace funding for military construction projects, but the figures do not put an end to the inevitable presidential veto.
11 Republicans voted with the Democrats to adopt the resolution presented by the leader of the Senate minority, Chuck Schumer.
Two-thirds of the Senate and the House are needed to cancel Trump's next veto.
Democrats and some Republicans opposed Trump's decision earlier this year to transfer $ 3.6 billion from Pentagon projects to build the border wall. Trump has moved the money after declaring a national emergency, he said, necessary to address the historic increase in the number of illegal immigrants entering along the southern border.
Maryland Senator Ben Cardin said the president's decision to transfer funds was hampering efforts to repair military bases, including the common Andrews base, in his district.
Democrats also claimed that the president was usurping the power of Congress, the only authority to appropriate federal funds.
He urged Republicans to side with the Democrats to override the president's veto.
"We are going to need more support," said Cardin. "I urge my colleagues to consider please the US Constitution that we have sworn to respect."
