Sets would bring tabs to the file explorer and to other Windows applications. A first version of Sets appeared in Windows Insider versions, but Microsoft has extracted it. Now, according to Microsoft Rich Turner on Twitter, Sets is "no more".
We were really looking forward to the games because we had always wanted tabs in the file explorer as well as console windows such as the Command Prompt, PowerShell and even Linux Bash shells on Windows. Tabs in other applications like Notepad would also be very interesting. Defines the native tabs offered by all applications. In June 2018, Microsoft removed the set tabs from the Windows Insider version and thanked users for their "valuable feedback … as we develop this feature that allows us to provide the best possible experience." once she's ready to be published.
Microsoft has been rather secretive about Sets since. In December 2018, Zac Bowden from Windows Central claims Sets has not been "canceled" according to its sources at Microsoft.
But, five months later, Sets seems to be really canceled. In response to a question about the arrival of a tabbed console environment, Microsoft's Rich Turner said, "The tabulation experience provided by Shell is no longer a solution"; he is referring to Sets here.
Turner also said "by adding tabs [to the console] featured prominently in our to-do list. Microsoft would probably not work to add tabs to the console if these native tabs of the operating system were still available.
The experience of the tabs provided by Shell is gone, but adding tabs is a big part of our to-do list.

It's a bit crazy that we had to analyze Microsoft's plans from wrong tweets, but that's how it is. It seems that Microsoft has quietly canceled sets without informing anyone outside of Microsoft. Of course, we'd like a more formal statement, but Microsoft may never publish one and let Sets' memory unobtrusively erase.
It's logical, really. Microsoft made the games very complicated – it was not just tabs; each tab could integrate the Edge browser engine. With the old version of Edge Endangered and a new version of Edge based on Chromium, the sets are now more complicated to implement. Zac Bowden said that Microsoft "was still working on the best way to implement it", but that was in 2018 and it seems that plans have changed.
Of course, although many people wanted the file explorer and console tabs – features that other operating systems had had for decades – no one had really asked Microsoft to make the packages as complicated.

Well, at least there are ways to get tabs into the file explorer today. But it's 2019 and Windows should really offer this basic functionality.
