A deputy grabbed the neck of a black father and called "boy"

Lawyers from the Public Defender's Office wrote to the sheriff in January to describe an incident in July 2017 in which MP James Cady reportedly arrived at a local hotel "in reference to a woman protector".

Allen Floyd, who is black, sits on a sidewalk with his 9-month-old son, images of Cady's body camera released by public defenders. According to a statement of probable cause, the woman was watching Floyd's baby.

In the video, Cady asks to see Floyd's identification; Floyd asks him why.

Cady then threatens to "call the child care services". When Floyd tries to answer, Cady yells, "Stop fucking with me, boy!" according to the band.

Floyd calmly responds to Cady throughout the meeting and announces his name to the MP. The father also asks Cady to stop shouting so close to the baby, but the MP continues.

Floyd gets up soon and starts to walk away saying to the Deputy Minister: "Stop calling me" boy. "

Cady then catches the father – still holding his son – and pushes him against a car, according to the video. He asks another MP to pick up the baby, then puts his hand around Floyd's neck and tells him to shut up.

Cady lets go and tells Floyd soon that he has to see his ID card because he does not want the baby to leave with a man who might not be his father, shows the movie.

"I do not want a problem with you, man," said Floyd. "But you keep calling me 'boy', taking me by the neck."

He gives Cady his social security cards and those of the baby, and the rest of the meeting is civil, shows the video.

Public defenders Howard Finkelstein and Gordon Weekes said the video "clearly shows police abuse," adding that the MP's use of the term "boy" is offensive, condescending, and degrading, "says letter.

"They carry racial overtones when they are used in front of an adult black man," the lawyers write.

An internal Sheriff's investigation into the incident is ongoing and information about it has been sent to the Broward County District Attorney's Office, the sheriff's office said in a statement.

CNN could not reach Cady for a comment.

The punch of the suspect MP is handcuffed to a hospital bed

The Public Defender's office sent another letter to the sheriff last week regarding a meeting on Jan. 1 in which a member had hit a suspect already handcuffed to a hospital bed.

According to the letter, MP Jorge Sobrino, who was investigating a domestic disturbance at a Walmart store, arrested the man for "nonviolent resistance" and took him to a local hospital to treat injuries that He had suffered.

The suspect, David O'Connell, was placed in a hospital room and handcuffed to bed, the letter says. He later repeats that he wants to leave and starts shouting at people outside the room: "I do not want to be here, I want to sign."

Sobrino, who is "clearly irritated", indicates the defender's letter, closes the door of the hospital room and asks the suspect to "shut up" and "sit down", while the suspect is already on the bed.

Sobrino "clashes aggressively (the suspect) and throws him on the bed," says the letter, before hitting the suspect in the face, then twisting his arm behind his back – although the suspect is "already under control", says the letter.

"MP Sobrino hit Mr. O. Connell in the face, without any physical provocation, because he was frustrated by Mr. O. Connell," the letter said.

"Pointing a restrained person who is not physically aggressive is unacceptable."

In his police report, Sobrino claimed that the suspect had pushed him into the chest, but the letter from the office of the public defender indicated that his version of the events "differs greatly from the facts as they are exposed in the video".

In a statement, the Broward Sheriff's Office said last week that he had opened a preliminary investigation into the incident after receiving the letter from the Office of the Public Defender.

CNN has not been able to reach Sobrino for comment.

According to court records, O. Connell has not pleaded against the resistance of a police officer without violence and without battery to an officer in charge of law enforcement.

MPs slam the face of teen on the sidewalk

In the latest incident, two MPs were patrolling a mall in Tamarac earlier this month and arrived at the scene of a brawl where a crowd of about 200 students had reunited, according to a police report.

Like Sgt. Gregory Lacerra and MP Christopher Krickovich arrested a teenager, wrote Krickovich in the police report. Delucca Rolle, 15, attempted to take a phone belonging to the detained teenager.

MPs said in a police report that he was holding his fists as if to fight them and that he was resisting arrest.

"I had to act quickly, fearing to be hit or to let a student grab weapons from my belt or jacket," wrote Krickovich. He said he hit Delucca on the head "as a distraction technique to free his right hand" from under his face.

"He's bleeding," said a spectator.

According to the teenager's mother, he would have had a broken nose.

Last week, Benjamin Crump, a lawyer for Delucca, alleged officers have laid false charges – according to the prosecutor's office, will not be prosecuted – against the boy to justify their actions.

The Broward sheriff's office said the two MPs were suspended with pay pending an internal investigation. Neither Lacerra nor Krickovich could be reached for comment.

In a statement, Broward Mayor Mark Bogen condemned the actions of the officers, calling their behavior "scandalous and unacceptable".

"There is no excuse for a law enforcement officer to harm a teenager who was in the field and who has not opposed any resistance," Bogen said. "I hope that the competent authorities will investigate this case and take the measures that are required," he added.
