Upon leaving the White House in January 1989 after two terms, President Ronald Reagan started the tradition – leaving a note to his successor, George HW Bush, who was also his vice president.

Four years later, despite his loss to the then governor. Arkansas’ Bill Clinton in a hotly contested election, outgoing President Bush left Clinton a note in the Oval Office. The tradition has continued to this day.

Separately, a White House official told Fox Business’s Blake Berman that outgoing Vice President Mike Pence left his successor, incoming Vice President Kamala Harris, a handwritten note. And Pence, who headed the Trump administration’s coronavirus task force, left Biden and Harris with a task force report.
