WASHINGTON, April 24 (Reuters) – A merit-based immigration proposal prepared by White House senior advisor Jared Kushner could lead to increased US visas for highly skilled workers, sources close of the effort on Wednesday.
Kushner is expected to present the detailed plan next week to President Donald Trump, who will decide to adopt him or send him back for change, the sources said.
The plan does not propose ways to address young people who have come to the United States illegally as children and who have been protected by President Barack Obama in the 2014 program known as D & C. Deferred Action for Child Arrivals (DACA), or those with temporary protection status. the sources said.
The Democrats, whose support for the White House would need to advance any immigration legislation by Congress, insisted that the recipients of the DACA be protected.

Kushner held about 50 listening sessions with conservative groups on immigration, said a senior administration official. He worked with White House economic advisor Kevin Hassett and political advisor Stephen Miller on the plan. The sources said that there had been intense behind-the-scenes searches about this plan.
At a Time magazine forum in New York on Tuesday, Kushner said he was working well with Miller, a hawk on immigration, on the subject. Both men are both longtime advisers at Trump.
"Stephen and I have had no fight," he says with a smile.
This drew skepticism from Marshall Fitz, Emerson Collective's immigration advocate, who commended Kushner for advancing criminal justice reform but said that immigration was a question radically different than Miller dominated in the White House.
"It's impossible to see how Kushner could solve a problem so steeped in history and at the heart of the president's re-election strategy in a way that would move the ball forward," said Fitz Fitz.
Candidate for the White House in 2016 and throughout his presidency, Trump pleaded for a radical immigration policy, pleading for the construction of a wall on the US-Mexican border and using lethal rhetoric to describe people who have fled the countries of Central America. enter the United States.
Republicans have largely supported his immigration proposals, but the White House's latest plan is to bring them together on a broader basis.

The group is working on a guest worker program as part of the proposal to address the need for seasonal labor from the US farm community without harming US workers, but nothing has been finalized yet. , the sources said. Trump has sought to woo farmers in key battlefield states to increase his chances of being re-elected in 2020.
The proposal will include recommendations for the modernization of ports of entry along the US border to ensure safe trade while preventing illegal activities. He will also address the asylum laws to take into account Trump's desire to reduce the number of people who exceed the validity of their visas, sources said.
Kushner, Trump's son-in-law, is also one of the leading architects of a peace proposal in the Middle East that the president is expected to unveil this summer.
