The proposed amendment to the Law on the Evaluation and Classification of Motion Picture Films envisages defining the "film series" in the law, since the series of film supports is added as new type of support.
According to the proposal, development of the project, the first feature-length fiction, co-production, screenwriting and dialogues, animation film production, short film production, documentary production, post-production, distribution and promotion, and support for the projection of national films In order to evaluate the applications carried out and to determine which ones will be supported, "support panels" will be formed, not exceeding four.
The support committees will be determined by the relevant professional associations with the representatives of the three sectors, producers, directors, scriptwriters and dialogue writers, actors, movie theater operators, film distributors, representatives of institutions or organizations of broadcasters and academics working in the film departments. and seven members appointed by the Ministry of Tourism, including three members and a representative of the Ministry. The ministry representative will be the chair of the board.
A support committee for foreign series and films will be set up to evaluate the applications presented in the series and the types of support for the production of foreign films.
The Commission will be composed of 8 members

Cinema films produced or imported into the country will be evaluated and classified before distribution or commercial distribution. Films that are not eligible for evaluation and classification will not be available for commercial distribution and demonstration.
The films, which have not yet been rated or graded, can not be shown with an age mark of 18 in festivals, special screenings and other similar cultural and artistic events.
Films previously evaluated and classified by the ministry can be shown according to the signs and phrases they received during related activities. It is necessary to use the signs and expressions to show in the movies to be shown at these events in all kinds of advertising and display areas.
The amount of aid will not exceed 50% of the budget
Requests for assistance will be made by natural or legal persons established in the country.
Amount of support 50% of the total budget indicated in the project development application, production of first fiction feature film, feature film production, co-production, documentary film production, types of support for post-production, distribution and promotion .
All the total budget indicated in the application for the types of support to the national film screenings with the realization of animation films, the realization of short films, scenarios and the writing of dialogues can be supported. The amount of aid for the type of foreign film production aid will not exceed 30% of the amount spent in the country and accepted by the Ministry of Culture and Tourism. All supports provided by law will be given on a non-refundable basis.
In the event that the obligations specified in the law, the regulation and the support contract are not fulfilled or if the support is taken unfairly, the amount of the pension will be taken back together with the interest.
Support will be provided to film artists in need
The Ministry of Culture and Tourism will be able to support and organize events, projects and activities in the field of cinema. Participate in international festivals and competitions and support promotional activities.
The ministry will be able to provide material cinema assistance to public institutions, organizations and legal entities, as well as provide financial support to film artists or film workers in need.
The Ministry of Culture and Tourism will be able to obtain works or reproduced copies of national or foreign documents and other material related to the cinema in order to create an archive or museum in the field of cinema.
Since filmmaking, production, post-production and projection processes generally last for more than a year, it is possible to obtain a yellow support contract for all types of film. support by receiving the appropriate notice from the Presidency.
Announcement and trailer schedules
The non-compliance with the obligation of evaluation and classification, as well as the use of signs and mandatory sentences after the evaluation and classification of any type of promotional material and of demonstration, which must not be used on the carrier's equipment or misused. Administrative fines are applied.
The ads shown before the movie will not last more than 10 minutes. The display time of the trailer will be at least 3, maximum 5 minutes.
Information on public places and social responsibility projects will not be included in these periods. The film will not exceed 15 minutes.
Cinema operators will carry out campaigns and collective sales activities to increase the number of viewers only through contracts to be signed with the producer and, where applicable, the distributor of the film. Cinema exhibitors will be required to retain computer hardware and software designated by the ministry to provide information on film screenings.
Fines for those who do not obey
Those who do not comply with the obligation of evaluation and classification, but who are not obliged to use the necessary signs and phrases but who do not use the necessary signs and expressions , and who do not respect the obligation of evaluation and classification, will be liable to an administrative fine of 20,000 Turkish liras.
50,000 books for those presenting films not respecting the obligation of evaluation and classification, and those who make films using the necessary signs and phrases or in a misleading way; 20,000 books per film to event organizers without using the necessary signs and phrases in the demonstration and advertising areas; advertisers who do not respect the length of the advertisement, the trailer and the film will be fined 50,000 lire per room.
In order to determine the needs and the solutions related to film and series filming, to ensure coordination between the institutions and to determine the tariff of shooting rights and the security principles of public places, a coordinating committee Ministry will be created in the provinces.
The committees and commissions proposed in the proposal must be formed within six months of the date of the coming into force of the law.
