This kind of behavior is not shocking. The Chinese government is cracking down on critics who disagree on Twitter, even though the service is blocked beyond Hong Kong. The country is determined to control the political conversation on social networks, which most Chinese people may or may not see. In this respect, it is only an extension of the current tactics.
This puts Twitter in a delicate position, however. While the social site is no stranger to attempts at political manipulation, it is now facing the fact that China uses advertisements as propaganda weapons to silence the political opposition. If this keeps the ads, it risks alienating Hong Kong and its advocates of freedom of expression. At the same time, blocking advertisements from a major government-sponsored publication could provoke a brutal reaction to the hard-to-predict consequences.
