Toro Rosso has announced the name of the new driver, who will be in second place in the 2019 season at the Formula One World Championship.
Toro Rosso revealed his signature with the official Thai driver Alexander Albon of the Nissan Formula 2 team.
Formally renewed his contract with Pirelli until 2023
Britain's Albon will join Daniel Cavite to form the Toro Rosso team at the 2016 World Championship.
Negotiations for the return of the Red Bull team ended successfully after a period of fierce struggle following the disconnection of the British driver with his Nissan team after the end of the season of Formula 2.
The Briton was one of the best contenders for the Formula 2 title this season, but slipped to third place after the last round in Abu Dhabi, behind Lando Norris.
"I do not think there are words to describe my happiness and I'm proud to lead Toro Rosso in 2019," he said.
"I had a lot of trouble participating in this year's competition to have the chance to be in Formula 1 next season."
"My career has seen many vicissitudes in the world of the car, Red Bull abandoned my services in 2012, which allowed me to become aware of my difficulties in Formula 1."
"I have spared no effort and therefore I have only admiration, and now I would like to thank Red Bull and Helmut Mako for their confidence in their abilities and their confidence in me and for giving me a second chance to come back. "
"Motorsport has always been crazy, since I've had my first car, I dreamed of getting into Formula One, this opportunity is great."
"Allon has won an impressive season in Formula 2 in 2018, won four races and finished third in the championship," said Torres Rosso, director of Toro Rosso.
"He has many advantages, his way of doing excesses during the races, showing his availability, his maturity and his experience to play in Formula 1."
"The team will participate in the 2019 season, in the presence of young drivers who stand out as Albun and Kafiyat in their team," said Toro Rosso.
After officially joining Toro Rosso, Albon became the third consecutive driver to join the Radeef team for the Austrian round, after leaving Red Bull and returning, followed by the duo of Brendon Hartley and Daniel Caviat.
Toro Rosso has announced that Russian rider Daniel Kfiat will return to his group in 2019, replacing Frenchman Pierre Gasley, who will join Red Bull.
The Russian driver led Toro Rosso in 2014, between the 2016 Grand Prix and the 2017 US Grand Prix, where he is currently working as a test driver for Ferrari.
The Red Bull team announced in August that Gassley would lead the 2019 season alongside Dutchman Max Verstauben, succeeding Daniel Ricciardo, who will join Renault.
