According to the current Constitution, the head of state is the president of the State Council and the Council of Ministers. In April 2018, Miguel Dias-Canel, former vice-president of the country, was elected to this post. He became the first Cuban leader outside the Castro family after the 1959 revolution. His appointment to Cuba is now unlimited in time.

A post of Prime Minister is being set up, which will be headed by the Council of Ministers – the country's highest executive body. The distribution of the posts of the President and the Head of Government will take place in the country.
The new Basic Law will continue to prescribe provisions on the socialist nature of the state and the leading role of the Communist Party in the life of society.

The paper will present a free market and new forms of ownership, including private property. However, the state retains the position on public property of major productions and the planned nature of the economy.

For the first time in the constitution, it is planned to introduce a clause prohibiting discrimination based on sex, ethnicity and disability.
