Kiev Dynamo refuses to sell midfielder Viktor Tsigankov in winter for 20 million euros this winter

Dynamo's managing director, Revaz Chokhonelidze, said that Kiev head coach Alexander Khatskevich did not plan to release Viktor Tsigank.
