The United States Special Representative stated that Russia was reluctant to "end the conflict and take responsibility for its actions."

"We supported the idea of holding a meeting at under the Budapest memorandum. But Russia rejected it. It refused because it had become the only country to violate the Budapest memorandum, which was a forum where such a situation had to be resolved. It is useful to talk about it because it shows that the problem is not the forum we are talking about, but Russia's reluctance to end the conflict and to take responsibility for its actions.
