"It is proven that our department is at its best when times are the most difficult," wrote Mattis. "So keep faith in our country and stand by our allies against our enemies."
Mattis also expressed confidence in the direction of the department as his Deputy Secretary of Defense Patrick Shanahan prepares to assume his duties as Acting Secretary.
"The civilian and military leaders of our department remain in the best hands, and I am convinced that each of you will not distracted from our mission under oath to support and defend the Constitution while protecting our way of life, "said his statement.

On Monday, the Pentagon will hold a whole-of-government call between Mattis and Shanahan to mark the transition of power.
A defense official said the appeal was intended to "ensure that all members of the government know who is in command" and constitutes "a courtesy and a mark of respect for the new Secretary of Defense".
