Matthew Hood noticed something floating beneath the Caribbean Resort dock and used a net to pull him out. While he was removing the plastic-coated package from the water, the outer plastic was tearing apart. Inside, he saw a gunpowder and immediately called the Coast Guard of Islamorada, according to a police report.
"Most of the people who live and sail here and know what he saw are probably aware," said Adam Linhardt, director of media relations for the Monroe County Sheriff's Office.
Hood waited with the package as MP Martin Digrius arrived with the US Border Patrol, announced the Monroe County Sheriff's Office.
The package contained 25 smaller packages, wrapped in different colors, says the police report. Deputy Ministers examined the parcel and transferred it to the federal authorities
The Monroe County Sheriff's Office opened an investigation into narcotic drugs.
Although it is not yet established that the substance is cocaine, the police claim that it is "very likely". "It happens fairly regularly, about once or twice a year," Linhardt said. "We live in the part of the country where he's washing on the Florida Keys."
